Passage B Responding to widespread concern for Afghans, UN human rights chief Michelle Bachelet condemned the high unemploymentrate of women and the restrictions placed on their dress. Women-owned and operated businesses have been forced to close, andthat 1.2 million girls no longer have access to secondary education, in line with a decision by the de facto authorities who tookpower in 2021. The de facto authorities made promises that they would honor women’s human rights obligations in line withSharia law; however, the gradual exclusion of women and girls from the public sphere proved a broken promise. Aside fromthe problem of human right, it is also a matter of practical necessity. Amid the economic crisis, women’s contribution toeconomy is indispensable, but this requires their access to education and freedom from violence. As an example of the de factoauthorities’ intentions to impose gender discrimination, women are now represented by men at grand assembly of religiousscholars and elders. Such measures not only violate Afghanistan’s obligations under numerous human rights treaties, but alsocreate a culture of impunity for domestic violence, child marriage and sale and trafficking of girls, to name just a few of theconsequences.
