Belarus provides an obvious loophole. Minsk hasimposed no ban on imports from the EU and has a customs union agreement with Moscow, which means products canbe brought into Belarus legally and shipped to Russia with no border checks. Belarus has become a source not only ofItalian cheese but of fruit and vegetables, all bearing fake Belarus labels.
