However, the Japanese animal welfare organization ALIVE says that the figure is more than 70 percent in Japan. Especially in rural areas like Tokushima Prefecture, which is on the southwestern island of Shikoku, the situation is even worse. More than 88 percent of the abandoned dogs at the Tokushima Animal Welfare Center were put down in 2008 alone.
