2000年，联合国教科文组织世界教育论坛通过了《达喀尔行动纲领》，确认了为每个公民和社会实现全民教育的六项目标（扫盲、发展幼儿教育、普及初等教育、促进男女教育机会平等、生活技能培训、全面提高教育质量），其中有三项（扫盲、普及初等教育、男女教育机会平等）已列入联合国大会通过的“千年发展目标”。核心内容就是在2015年以前实现全民免费初等义务教育。
