【評論內容】財政拖累是指由於稅收起點的上漲與通貨膨脹水平不符,導致稅務收入的上升,人民實際收入減少。也就是說由通貨膨脹引起的,雖未改變稅率而增加的稅收負擔。假使某人一年收入為20000美元,當時收稅起點為5000美元以上收稅20%,這樣他一年繳稅為(20000-5000)×0.2 = 3000美元,即收入的15%。 現在假使由於通貨膨脹,其收入上漲5%,至21000美元,但政府將稅收起點上調2%(即5100美元以上收稅20%),那麼他今年將繳稅(21000-5100)×0.2=3180美元,即收入的15.14%。這樣使得收入中繳稅比例提高,導致財政拖累。多出來的180元可以增加支出還民消耗掉或降低稅率恢復到原本稅收3000
