【評論內容】（A）我自己的解釋是如果機構遇到特殊資格(如低收入戶)的案主，那這部份的服務費用就由機構本身去作吸收，當然財務能力許可的案主仍需要負擔部份費用。(D)的話比較類似全民健保的概念。
