在這裡的trouble原本是動詞，要形容後面的banks所以變成troubled做形容詞用。troubled banks 陷入問題的銀行

我是這樣猜答案的因為後面banks是名詞若單純trouble 會說 I have trouble with.../ I have trouble doing sth ，後面會加介係詞或是Ving所以我會選banked(adj.)個人淺見^^
