69 According to Judicial Yuan Interpretation No. 603, fingerprints are important information of a person, whoshall have self-control of such fingerprinting information, which is protected under the .Accordingly, Article 8, Paragraphs 2 and 3 of the Household Registration Act, stating to the effect that thenew R.O.C. identity card will not be issued without the applicant being fingerprinted is unconstitutional.
