A選項只有「身心障礙學生和資賦優異類學生」，所以並不算融合～融合教育的概念來自正常化(Normalization)，旨在使特殊兒童能在最接近正常的環境中受教育。所以b的概念是在於不論障礙程度一律安置於普通班(最接近正常化環境)，是對的。
