【評論內容】1938年巴納德(Chester I. Barnard)發表《行政主管的職能》(The Functions of the Executive)一書,界定和區別「效能」和「效率」這兩個概念,他主張個人在組織中之行為能夠達成組織的目標,即為具有「效能」,若組織的目標同時亦可滿足個人的動機,則亦兼具有「效率」。而「效能」與「效率」二者,則有賴行政主管功能的發揮,從而維持組織與其成員間的合作行為。

【評論內容】According to Barnard, organizations are not long-lived because they do not meet the two criteria necessary for survival: effectiveness and efficiency. Effectiveness, is defined the usual way: as being able to accomplish stated goals. In contrast, Barnard's meaning of organizational efficiency differed substantially from the conventional use of the word.
