馬丁．路德先後於一五二四年及一五三○年發表了〔為建立基督教學校致日耳曼所有市長及長老書〕(Letters to Mayors and Aldermen of all the Cities of Germany in Behalf of Christian Schools)及〔論家長有遣送子弟入學之義務〕(Sermon on the Duty of Sending Children to School)，詳述了他對大眾教育的觀點；認為必要時，國家甚至可以強制學童入學。
